Meet Deborah McMillan
An Arosa Care Manager in Knoxville
Deborah McMillan brings a unique blend of heart, care, and creativity to her role as a Care Manager at Arosa Knoxville. With over two decades of experience in senior services, therapeutic recreation, and community outreach, Deborah has made it her mission to walk alongside older adults and their families with compassion, clarity, and care.
Deborah holds both a Bachelor of Fine Arts and a Master’s in Education, Health, and Human Sciences from the University of Tennessee. Art was her first love—especially painting, pottery, and fabric arts—and she still finds time to create between scuba dives and spotting four-leaf clovers (which she seems to find almost daily).

Her care journey began in a skilled nursing unit at Fort Sanders Regional Medical Center, where she worked for 10 years as a certified therapeutic recreation therapist and earned her EMT license. Later, she pivoted to senior services marketing and community outreach, eventually overseeing outreach services across 17 counties and seven hospitals.
In 2016, Deborah joined East Tennessee Personal Care Service, which Arosa subsequently acquired. She continues to uphold the legacy of care and commitment that originally drew her to the organization, building trusted relationships with clinicians, case managers, and community leaders across Knoxville.
Whether she’s coordinating care or teaching CPR as a Red Cross instructor, Deborah lives by a powerful belief: “Comparison is the thief of joy. Stay kind and keep loving life.”
Little-known fact: She can write cursive backwards. Ask her about it sometime.
